    Software Evaluation Policy

    This sample policy lays out a framework for evaluating new software purchases and implementations. Among the factors considered are open source and other alternatives to lower overall TCO of applications.

    The City and County of San Francisco
    Committee on Information Technology (COIT)
    uses this policy to promote
    informed, thorough and fair decision-making when evaluating software purchases on the
    basis of their potential operational benefits and total cost of ownership.

    This policy requires departments to consider open source software on an equal basis
    to commercial software alternatives as part of a rigorous evaluation process that will
    help meet operational requirements, reduce costs and reduce the amount of time needed
    to bring applications into production.
