The classic question about software remains build-vs.-buy (and now, rent), but at some point most IT departments must create an application to interact with staff or clients. Most development projects run late or over budget, so careful scope planning and project management are essential. Keeping the skill sets of developers up-to-date is a challenge, particularly since U.S. students are not pursuing software development as a career. Many IT shops now outsource coding and other tasks overseas.
