High-Skill Immigration Zones Could Loosen Restrictions

Blogger Jim Russell presents Richard Herman's suggestion that incentives be created to encourage immigrants to come to high-skill immigration zones in the United States where they would be free from immigration restrictions. Herman argues that the zones would encourage insourcing, provide immigrants an opportunity to live in the United States and supply talent to struggling regions.
