IBM is offering cloud services that offer a place for developers to create and test cloud applications, reports ReadWriteWeb.

IBM Smart Business Development and Test on IBM Cloud is designed to eliminate the time developers spend setting up their test environments. It will support third-party and open source tools.

Separately, Big Blue has set up a business analytics center in Bangalore, India, according to InfoWorld. The Business Analytics Center of Competency will offer the services of more than 200 consultants to help customers worldwide. IBM's Simon Thomas said the staff will have expertise in areas such as advanced analytics, business intelligence, process management, content management and enterprise integration management.

And its Dallas-based Health Analytics Solution Center looks to help health care professionals make better use of data. InformationWeek describes its mission this way:

...to create analytics systems that can leverage healthcare data streaming in from electronic medical equipment in the field, such as patient monitoring systems, physicians' handheld devices, and other smart medical instruments.
