The Department of Justice claims that Harris sold customizable cable modems and software that could be used to get free Internet service or to boost the speed for paying subscribers. Harris was arrested following a sting operation in which an FBI agent bought modems and a book about cable modem hacking from Harris.

Harris faces a maximum sentence of 20 years in prison and a $250,000 fine for the six-count indictment on charges of conspiracy, computer intrusion and wire fraud.
